The Chesapeake Bay Foundation (CBF) stands firm as a champion for Pennsylvania's waterways, urging decisive action to restore their health in 2024. With 28,820 miles of polluted rivers and streams, according to the state's own report, the need for proactive measures is undeniable. CBF calls upon Governor Shapiro and the legislature to embrace the Clean Water Blueprint and prioritize these key legislative priorities:
Funding the Fight:
- Boost Farm Practices: Increased and sustained funding for the Clean Streams Fund (CSF) and Agricultural Conservation Assistance Program (ACAP) is crucial. ARP funds will soon be depleted, and the fight for clean water needs long-term resources.
- Prioritize Nutrient Reduction: ACAP should prioritize practices that address the leading source of impairment – runoff from agricultural lands. Increased investments in ACAP are essential to meet clean water goals.
Healthy Herds, Healthy Streams:
- Control Livestock Access: HB 677, removing the ban on requiring streambank fencing, needs improvement and passage. Limiting livestock access protects animal and human health, improves water quality, and benefits farm economics.
Greener Roads, Cleaner Waters:
- Embrace Native Plants: HB 797 urges the Department of Transportation to use native plants in roadside landscaping. This simple shift offers ecological benefits, reduces polluted runoff, and beautifies the Pennsylvania landscape.
Tackling the Climate Challenge:
- Curbing Greenhouse Gases: As the fourth-largest carbon emitter, Pennsylvania must address climate change. Rising temperatures, extreme weather events, and flooding threaten lives, property, and aquatic ecosystems. CBF stands ready to collaborate on implementing effective solutions.
"These priorities represent a legacy of clean water for future generations," declares Julia Krall, CBF Executive Director for Pennsylvania. "We urge the Governor and legislators to join us in making clean water a reality for all Pennsylvanians."
