PA farmers - transition to organic with USDA support

The U.S. Department of Agriculture (USDA) is actively promoting the Organic Transition Initiative (OTI) in Pennsylvania, encouraging farmers to join this department-wide effort supporting those transitioning to organic agriculture. Producers transitioning or beginning the organic certification journey are urged to apply at their local USDA’s Natural Resources Conservation Service (NRCS) Service Center by March 1, 2024. Applications missing the state ranking date will be considered for the next funding period.

Denise Coleman, Pennsylvania State Conservationist, highlights the alignment of organic farming with conservation goals and emphasizes the suitability of conservation programs for organic farms. The Organic Transition Initiative not only provides financial assistance but also facilitates organic knowledge acquisition through education and mentoring opportunities. With additional funding from the Inflation Reduction Act, now is an opportune time to seek conservation assistance.

As part of the initiative, NRCS introduced a new organic management conservation practice in fiscal year 2023, offering flexibility for producers to access education, workshops, and expert assistance. This practice supports organic conservation activities required for certification and may provide income reimbursement during the transition. Underserved producers, including socially disadvantaged, beginning, veteran, and limited resource farmers, can benefit from higher payment rates and tailored options.

In 2023, NRCS invested $12 million in 22 states, supporting over 100 transitioning operations. The USDA's Agricultural Marketing Service (AMS) and Risk Management Agency also contribute to OTI. AMS awarded $9.75 million in Organic Market Development Grants, supporting new and existing organic markets. The Transition to Organic Partnership Program (TOPP) offers mentorship and resources to transitioning and organic producers.

OTI complements existing USDA assistance programs, such as the Farm Service Agency Organic Certification Cost Share Program, providing cost-share for organic certification, and NRCS offering technical and financial support for conservation practices. Under the Biden-Harris administration, USDA is committed to transforming the food system, promoting local and regional production, ensuring equitable markets, fostering access to safe and nutritious food, and addressing climate resilience and equity within the department's workforce.
