Governor Shapiro signs enhanced dog law

Pennsylvania's Dog Law has undergone a comprehensive update, aiming to bolster public safety, safeguard animal welfare, and offer better protections for dog owners and adopters. The changes, signed into effect by Governor Josh Shapiro in October 2023, address various aspects of responsible dog ownership and kennel operations. 

Key highlights of the updated law include: 

  • Enhanced kennel regulations: Kennels are now required to disclose breeder information, vaccination records, and any history of bite attacks when selling or adopting dogs. Additionally, imported dogs must undergo a 14-day isolation period. 
  • Strengthened public safety measures: Penalties for unlicensed dogs and violations of the Dog Law have increased significantly, with fines ranging from $100 to $5,000. Owners of dangerous dogs will face stricter regulations, including mandatory kennel housing during court proceedings for repeat offenders. 
  • Improved consumer protections: Dog shelters and kennels must now display their license numbers in advertisements, ensuring transparency and accountability. 
  • Increased dog license fees: Annual and lifetime dog license fees have been adjusted to support the effective implementation of the updated law. Discounts remain available for qualifying individuals. 

These changes represent a significant step forward in promoting responsible dog ownership, protecting animal welfare, and ensuring the safety of communities across Pennsylvania. Dog owners, shelters, kennels, and law enforcement agencies are encouraged to familiarize themselves with the updated regulations to ensure compliance and contribute to a more responsible and harmonious environment for both humans and canines.
