Fairlife's Decision Sparks Legislative Action and Frustration in Pennsylvania and New York


Legislators in Pennsylvania are grappling with disappointment and seeking solutions after Fairlife, a subsidiary of Coca-Cola Co., announced its decision to establish a major dairy plant in New York instead of Pennsylvania. The news has prompted frustrated lawmakers to explore paths forward and address the state's competitiveness in attracting dairy processing investments.

In response to the announcement, Rep. Clint Owlett, R-Tioga, proposed reviving the state Dairy Investment Program with an allocation of $25 million. The program, part of the 2019 Pennsylvania Farm Bill, previously offered grants to farms and businesses for expanding dairy marketing and value-added processing. Owlett also urged support for dairy bills introduced by Rep. John Lawrence, R-Chester, including one that would provide tax incentives for dairy processing expansion.

Rep. David Zimmerman, R-Lancaster, stressed the need to re-evaluate the state's tax structure to enhance its appeal for job creation and investment. He expressed dissatisfaction with Democrats' perceived lack of interest in reducing taxes.

Democratic Sen. Judy Schwank, minority chair of the Agriculture and Rural Affairs Committee, emphasized the importance of seeking new processors to strengthen Pennsylvania's dairy industry. Schwank proposed assembling a group of stakeholders to demonstrate the state's business-friendly environment and highlight its capacity to provide high-quality milk in sufficient quantities.

Meanwhile, in New York, Assemblyman Brian Manktelow, R-Wayne, welcomed Fairlife's decision, expressing enthusiasm for the 250 jobs the plant will bring to Webster. Manktelow celebrated the opportunity to bolster New York's status as a leading dairy producer.

As Pennsylvania lawmakers seek avenues to regain momentum and attract dairy processing investments, the contrasting legislative response in New York highlights the urgency and competitiveness surrounding the dairy industry. Efforts to revitalize the Dairy Investment Program, re-evaluate tax structures, and showcase Pennsylvania's strengths are underway, driven by the desire to secure a thriving dairy sector and foster economic growth.
