New Certification Rewards Conservation Focused Farms

The Pennsylvania Agriculture Conservation Stewardship (PACS) certification recognizes farms that practice exceptional environmental stewardship.

Relaunched after a 2019 pilot, PACS is managed by the Pennsylvania State Conservation Commission with support from conservation districts and technical providers.

Farms can apply anytime by submitting a detailed application and undergoing verification. The program is open to farm owners who meet strict conservation criteria.

These include up-to-date farm management plans, vegetative stream buffers (if applicable), and recent soil health testing with a score of 60-100 on the Cornell CASH standard or equivalent.

Eligible farms must also demonstrate proper grazing practices and nutrient management through at least one Best Management Practice (BMP) if applicable.

A qualified verifier reviews all practices, conducts soil tests, and inspects the farm before submission to the commission.

Certified farms receive multiple benefits, including exemption from Chesapeake Bay inspections, higher rankings for grant and tax credit programs, and priority in permit reviews. They also gain access to the “Certified Green Farm” label and signage for direct marketing.

“Pennsylvania farmers do the noble work of producing fresh, healthy food every day,” said Secretary Russell Redding, emphasizing the program’s purpose of rewarding those who protect the environment.

Application packages must include inspection reports, PACS supplement forms, soil results, and copies of required plans like erosion control, manure management, and nutrient management plans under Act 38. Farms must renew certification every five years.

Verifiers include NRCS-certified technical providers, conservation district staff with training and experience, and professionals approved by the commission. Verifier training is scheduled for July 29.

For submission, farms must email completed applications to Colleen Limbert at colimbert@pa.gov or mail them to the State Conservation Commission in Harrisburg.

PACS strengthens environmental responsibility in agriculture while supporting Pennsylvania farmers through recognition and resources.
